[GNC] Won't Start on Upgraded Ubuntu 22.10

Upgraded Ubuntu overnight to 22.10. GnC won't start this morning.  CI attempt shows "error while loading shared libraries: libicuuc.so.70: cannot open shared object file: No such file or directory" Indeed, it appears that libicuuc.so.71 was installed during the upgrade. GnC version 4.11-136
