Apple is not including the Perl headers location in CPATH these days. I’ve never figured out authoritatively how to avoid installing two versions of the Command Line Tools, so if you follow the following recipe, you’ll likely have one set inside XCode and one in /Library/Developer xcode-select

Installing MacOS 11.3 seems to have blown away Finance-Quote. My efforts to get it installed via CPAN end with a bunch of errors /usr/bin/make test -- NOT OK It seems to keep thrashing along until it quits with ECOCODE/Finance-Quote-1.49.tar.gz: make_test NO one dependency not
