We're aware of this issue and have found most users seeing it is because
they are using some Adblocker that is erroneously blocking our CSS file.
Try turning off your Adblocker and see if that fixes it. Alternatively,
whitelist translate.google.com/*

If you right click somewhere on the page, the contextual menu that popups up
should have Translate to English (or whatever your interface langauge is).

If you scanned a document and saved it as a PDF, there is a good chance
there is no text content in the document, and that it's just a big image
from your scanner.
If that's the case, there's unfortunately no way for us to translate it – as
we can't get at the text.
