Current policy: we accept and archive incoming mail that does not bear "x-no-archive: yes" or "restrict: no-external-archive" to the best of our automated abilities. I was doing some maintainance the other day that might have accounted for your wait. Also, we do queue up mail for processing when a whole lot is coming in. I don't think I've ever seen a queue much longer than one hour during normal operation. This may change as load increases, however.
