Hi I found some program called foobar200: http://www.foobar2000.org/download it apheres to be an Audio Player but it also support DSP Plugins So I found some video that someone was using HackRF FM Transmitter Plugin https://www.youtube.com/watch?v=3GSdngf_peE but I couldn't find plugin So
