can open pwd protected zip files without the password. So it can't know if
there is a malicious file inside

What kind of FTP server is it? Providing you haven't wiped it
yet you may be able to recover the accounts. For example,
serv-u stores it's passwords in an INI file, when you
upgrade, you just make backup of the old dir and copy the INI
file into the new dir and presto! it works.

instructions on how to do as you suggested in the config
