We've had the problem only with OE users. We had them up the timeout to 2
minutes and it fixes the problem. One customer called Microsoft for help
and was told a security upgrade caused the pop3 process to slow considerably
and it would be addressed in a future update.

Sounds like a winsock problem with the port.
Try having them delete and recreate the dial up icon using the Internet
Connection Wizard so it establishes a relationship between the dial up
connection and the mail program.
