One of our clients hosts their website with us, but their email with
bizmailsrvcs.net (a Verizon company).

If the guy uses his Hotmail account to send to an associate at the
domain, the email gets returned with the error below.

Is the blocking/problem on the Verizon end? Or the Hotmail end?

The way I read this, Verizon/bizmailsrvcs.net is blocking the q.com
domain (a Qwest entity, somehow associated with Hotmail).

The client has contact Verizon and Qwest and (no surprise) both deny
blocking the other.
