That is normal, because there is no telnet or smtp server on 208.154.200.4 oh The question was: why is Imail702 trying to send to 208.154.200.4 and not to mail.cefib.com 208.154.200.6 ??? Imail tries to send to MX records. One of those NS´s is passing out that ip as an MX host´s A records,
