Not if you throttle the number of connections. If you throttle the number of connections the concurrent bandwidth consumption will be lesser. The bandwidth over time will be the same as without throttling.
The advantage to throttling is if your connection can not handle the concurrent connections the the mail will more than likley be sent faster with less overall band width consumption.
