Setting up auto reply in the web interface causes the reply to be sent 5

I would check DNS first, then your tcp/ip network setting in NT. What do
your logs say?

What is the difference and purpose of users.txt and users.lst. Obviously one
is the list of email address (which one) for the list but what is the
purpose of the other?

This is correct. The "moderator" will get all the posts. He/she will have to
forward any that they deem appropriate for the list to get. This is the
whole purpose of a "moderated" list.
