Is users.txt also fully populated? That should contain a bunch of lines
like:

employees but for some reason messages filtered as spam due to html
content are still being flagged as spam. Is there a way around this?

We are currently on 8.12 and looking to go to the newest Release. From what
I have seen so far we would be required to contact Ipswitch and perform a
full install of 8.13. Is this correct or cana patch just be applied?

I think if you've never had a problem installing Imail you can use the patch
with little to fear. If you've ever run into problems in the past then I
would go for the full install.
