So I checked the classpath and before the compile runs it has
/Users/cuthbe/dev/applications/gwt-2.1.0.M2/gwt-user.jar:/Users/cuthbe/dev/applications/gwt-2.1.0.M2/gwt-dev.jar:
reset of the classpath modules
There is not ivy.jar in the classpath...
