It is possible to trigger a job when a Gerrit comment is added, although that is not how it is normally set up. There is no trigger event for just voting. If you are having a problem with a specific job, you need to look at the configuration for the job to see when it is triggered. If this is a general question, then the answer is no, you will not get unnecessary jobs triggered.
