SUMMARY

When waking my PC from Idle/Standby, and using the new primary monitor feature,
my secondary monitor loses interactivity and the wallpaper is black. Enabling
and disabling the monitor or power cycling it returns the monitor to the
appropriate state. My main monitor takes awhile to wake from standby and I
think that is the cause of this issue, as my desktop first appears on the
secondary monitor and then stuff gets shifted over, thus the secondary monitor
has this problem.

STEPS TO REPRODUCE
1.  Have a monitor that takes awhile to wake from sleep that is the primary and
a secondary monitor that is "quick" to wake from sleep.
2. Wake the pc from standby (monitors off to on)
3. Observe bug.

OBSERVED RESULT
Secondary monitor's desktop is not interactive and wallpaper is black.

EXPECTED RESULT
No loss of functionality while respecting my primary monitor choice.

ADDITIONAL INFORMATION
I have a Samsung Odyssey G7, 240Hz @ 1440p as the primary (notorious for taking
a long time to wake) and a HP Omen 165Hz 1440p monitor as the secondary. Both
connected via displayport.
