Whatever my issue was, deleting all the qt6- ports (plus wireshark) then just
reinstalling wireshark got all the packages installed properly, including all
those that had failed to upgrade with

I updated qt6 with portmaster without errors: "portmaster qt6-"

And to eliminate the possibility that it's just an update out-of-order issue,
I've deleted all the qt6 packages I have and am deleting/reinstalling the one
package (wireshark) that needed them to

I am not updating piecemeal, I'm using portupgrade which is supposedly updating
them in order taking account interdependencies into account.
qt6-declarative was, in fact, updated already by that

We don’t recommend updating the Qt stack in a piecemeal manner as there is a
certain order that the ports must be built.
