I upgraded to Ubuntu 19.10 Eoan Ermine (development branch). This included a
kernel update to 5.3.0-10. With this kernel ubuntu does not boot any more.
Fortunately it boots with the old kernel 5.0.0-29. In the attachment there is a
picture of the failing boot process.
OK I did upgrade one of my desktop OSes (ubuntu Mate 19.04). It has been
running on a Ryzen 3 2200G, but initially it has been installed on a
Phenom II X4 B97 with a GeForce 8400GS. So maybe you see some nvidea
related error too, I did not purge that module, I did forget all about
it. This

Thanks! This definitely seems to be related to secure boot, but not
lockdown (which gets enabled automatically when booted under secure
boot). I'll try following that lead and see what I can find.
The other thing which might still help is testing the kernel from
comment #17 with secure boot
The LSMs respecting the nnp flag was actually mandated by Linus. So yes
it breaks apparmor.
Kernel 3.5: Tasks that have nnp block apparmor policy transitions except
for unconfined, as transitions in that case always result in reduced
permissions.
Kernel 4.13: Loosened these restrictions around
