I found the solution. Problem is in Intel Graphics. To fix we need add
kernel parameter i915.enable_psr=0 in grub.
sudo nano /etc/default/grub
change string GRUB_CMDLINE_LINUX_DEFAULT. Need to be:

Bit of an odd one here in that I can now select HDMI output again, but
not actually getting anything coming through.
This was working a long time ago before this issue, was broken by the
kernel bug, and now still doesn't work despite the HDMI option being

I need some logs from when you performed the upgrade. Specifically:
/var/log/apt/*
/var/log/dpkg*
Can you look through the above and see if you can find a sensible error
message? Specifically in /var/log/apt/term.log* from when you did the
upgrade?
Also, do you have any wonky DKMS modules
I'm also seeing this with the 5.19 kernel so apparently not a new issue.
But it's still unclear if that is the reason for the failed upgrade.

Not sure if this is related but dmesg shows a lot of PCIe errors like:

Resync with zfs version in Debian (2.1.1) and apply the usual Ubuntu

For the record, there's a supported evdi dkms package in the archive:
$ apt install evdi-dkms
So remove the unsupported dkms, reinstall/upgrade the kernel, install
evdi-dkms.
