According to excuses[1], linux is blocked on nvidia-* drivers, and
nvidia-* are blocked on linux-oem-5.17 and linux-iotg[2] - we first need
to "unblock" oem-5.17 and iotg if we want oem-22.04 metapackages to
promote.
