Bah, I did miss that the ubuntu-regression-suite test now has a python dependency. I'll fix that. I've removed the python-dev build dependency. It looks like the only thing that would need that is perf, but we're disable building the python bindings anyhow so it appears we really do not need it

@doko, our 5.4 package in focal-release doesn't have any python shebangs for rebuild testing (which I think is all that is important here), though our autotests very likely do have them. We do have a build dep on python-dev, I'll look into that but I suspect that is for building python bindings
