This issue started with kernel 6.5. Bluetooth has been broken ever
since. The issue was not present in earlier versions of the kernel.

I can confirm that it is occurring on my Asus laptop as well with Intel
AX200.
~$ uname -r
6.5.0-25-generic
~$ lsusb | grep -i bluetooth

Ubuntu recently released an update, v22.04.4, which included an updated
version of bluez v5.63. One of the bugs fixed by the update was "Fix
issue with storing IRK causing invalid read access." My previous
experience was wit Ubuntu v22.04.3 with a linux 6.5x kernel. The new
build has Kernel: Linux
I can confirm this issue exists on both Ubuntu 22.04.3 and 24.04.beta
(2024-01-25) with Linux 6.5x.
Both the Logitech (Bluetooth) M535 mouse and Microsoft Surface (Pro 7)
Type Cover were problematic with Linux 6.5x to the point where they were
unusable (timeouts or non-responsive for the mouse
