I'm on Ubuntu 14.04, a Toshiba Portégé Z830 with Atheros bluetooth, gnome-bluetooth v 3.8.2.1. I can confirrm I'm still experiencing this issue for the past two or three years. Never seen it solved. Bluetooth state always on after reboot. Indeed having to switch it off every time makes Ubuntu less
