I have written a testcase to check for this problem but interestingly
even with full data journaling disabled I'm still seeing heavy
performance impacts on Ubuntu 14.04 dev. In the attachments is the
testcase. Just execute it with chrt -i 0 ionice -c 3 ./test.py and
while it is running do a few

Status in “linux”
Public bug reported:
I'm using Ubuntu 14.10 dev with linux-image-generic 3.16.0.9.10 and as already
mentioned in the other ticket
(https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1325819) I'm noticing a
performance loss in booting time of a few seconds with newer versions of the
kernel.
