to be a regular (non-security) bug. I have unmarked it as a security

Unfortunately, the mentioned backports PPA does not contain KDE 4.9.3 for 12.10
(quantal), yet.
So I can not test it.
Ubuntu changelog does not mention any patches related to KWin, though.

that's not surprising as the KDE SC 4.9.3 changelog doesn't mention this
change either. The Kubuntu developers are probably not aware of it.

Ah, I must have somehow gotten into the wrong repo, there were only
three packages in there.

Maybe Ubuntu enabled the TearFree option in the Intel X driver?
That'd be just a crude work-around though, that option adds a driver-side
compositor (even if the desktop already uses a compositor), which means a lot
of additional copies.

The slowdown is gone for me except in fullscreen HD videos (either VLC

downgrading to Mesa 8.0.4 (which was working fine before) and I
experienced the same issues. So it is something in the 4.9.2 - 4.9.3

- Sure the intel driver
- I tried reverting the commits each alone and together and the result
is that the first commit introduced the VLC slowdown.
- Checking my logs, there was a google-chrome update along with KDE
4.9.3. It could be that the flash issues are totally unrelated (I am
using the built-in flash player).
Yep, I can confirm that the flash issue is unrelated. External flash
(11.2) works fine, please ignore the issue. Chrome 23 ships flash 11.5.
