I can reset the icons just by resizing the icons from the desktop.
Right click > icons > icon size.
I am currently testing Kubuntu 18.10 daily. About one week ago the
problem appeared to have been fixed but with the latest updated it has
returned.

This seems to be a long standing issue that has yet to be resolved. It
seems to only happen with the Nvidia proprietary driver (I don't
experience the issue when I'm using the Intel iGPU).

I'm running a clean install of Kubuntu 18 with the latest Nvidia drivers
and am having the same issue: text on icons are a block of coloured
static with black borders after suspect/resume.
I haven't found a way to refresh them other than to reboot.

Now running Kubuntu 18.04 problem still exists. However it does NOT occur with
the default Nouveau video driver but returns when the recommended 4.6.0 NVIDIA
390.48 driver is installed.
Still need to restore icons by changing icon size to something else and then
back again.

For me the bug takes effect only when the nvidia GPU is active. If the
rendering is performed by the Intel integrated GPU the icons are
rendered correctly after suspend. But when nvidia GPU is choosen then
the text of the desktop icons seems to be some random memory garbage
after a suspend.

I'm using Kubuntu 16.10 on an Asus K501LX laptop and experiencing the
same. It has Core i7-5500U and nVidia GTX950 with nvidia proprietary
drivers.
