A cousin of my grandfather (Alfred Otto “Fred” Matson) lived there; his

Geographic Areas Reference Manual,
The State of Alaska is divided up into Boroughs for the purposes of local
government and administration. This vast area has no local-level government
other than that of school districts and municipalities within its limits. Many
of the villages do have tribal governments, however. Except within

If it were me, I would use that County field to enter "Hoonah-Angoon Census
Area"; the field doesn't have to be used for 'county' specifically. Many
countries don't have such a designation. It just gives you a way to record
