I can confirm that Konsole works out of the box in Kubuntu 14.04:
$ touch שלום.txt
$ ls
שלום.txt
$ vim שלום.txt
$ cat שלום.txt
שלום, עולם
Note that VIM did have some trouble with the RTL, however.

tilda shows up left-to-right with hebrew letters, mlterm shows up

There are lots of descent ones, see on Tucows, for example. I used CRT and
it is not bad
My word also goes to TeraTerm - is has modem support, ZMODEM, mouse copy
(like X have). And SSH extension is the best.
