I think the national weather service terms are clear
Tornado watch means a tornado is LIKELY
Tornado WARNING means one has been SEEN on radar or in real life in the area
they are referencing
That is what I understand

What strikes me is how many trees remain standing, the width of the impact
zone, and the haphazard nature of the destruction. If there had been no
advance warning I think the death toll could have easily been in the 00s.
This was an F5 a mile wide!
