i would suggest Drupal and/or, maybe, Joomla (used to be Mambo I think).
Both have a sizable number of 3rd party contributed modules that add all
sorts of functionalities. Joomla seems to be more popular with
programmer/techie types while Drupal has a strong following in the
non-techie,
I'm a strong proponent of both Joomla and Drupal. Make sure to secure your
PHP, but they are both great CMS's.
