In the transition that has just started, libqscintilla2-dev has been renamed
libqscintilla2-qt4-dev to match upstream changes. libqscintilla2-qt4-dev
provides libqscintilla2-dev, so your package won't immediately FTBFS,

I'm marking your package for accept, but I did notice two things you should
take care of in your next upload:
Please add dh-python to build-depends in your next upload. The copy included
in the python binary is not maintained. Adding dh-python will ensure you use
the latest.

Since this is blocking fixing pygrib and it appears the team is someone limited
on manpower, I'm going to go ahead and upload this as an NMU. It'll sit in
NEW for awhile, so if that turns out to be not what someone wanted, let me
know and I'll reject it.

I see this is marked as pending for some time now. This is one of the issues
that we're currently listing as blocking transition to python3.3 as default
python3, so it would be appreciated if you'd go ahead and upload.
