There is nothing really blocking the SpatiaLite transition, we're mostly
waiting for the Release Team.

But ideally we finish the GDAL transition first, because GDAL will need
a binNMU for SpatiaLite 4.1.1.

We still need a rebuild of osmium and libcitygml to depend on libgdal1h.
The latter is now possible with the fixed OpenSceneGraph packages.

The OpenSceneGraph packages are not fully fixed, because it FTBFS on
hurd-i386 and ia64.
