The package gst-plugins-bad0.10 doesn't build on the ppc64el architecture
because it doesn't recognize new architecture as supporting shared
This is also affecting ppc64el, as shown:

I just checked on Debian unstable and the problem happen on Debian unstable
package version 0.3.17-2.
I am attaching a patch that fix this problem according to suggested by Matthias.
