The init.d script also generates the catalina.policy file as read-only
for the tomcat user, and

That said the 'status' option should be usable by anyone. Currently it's
restricted to the administrator.

When the init script invoked Tomcat via jsvc, it had to be run
by an administrator user because jsvc itself had to be started
as root in order to allow binding to privileged ports. Now
