Why? It's about specific policies listed on the pkg-java web pages.
As far as I understood it you should do the 'repackaging' programmatically.
Put
every needed operation to make the upstream
java-package_0.28_i386.changes uploaded successfully to localhost
along with the files:
java-package_0.28.dsc
java-package_0.28.tar.gz
java-package_0.28_all.deb
