Since 5.5.23, all configuration files are in /etc/tomcat5.5. This folder
is no longer world readable. It would be nice to have it world readable
again because it would support different CATALINA_BASE instances
executed by other users.

Anyway, please remove these lines from postinst script:

        chown -R tomcat55:adm /etc/tomcat5.5
        chmod -R 770 /etc/tomcat5.5

They completely ignore dpkg-statoverride.

If the only problem is protecting tomcat-users.xml, I'd suggest using a
"private" subfolder.

Affected upgrades to lenny have been completed. This bug would become
wishlist to reenable old functionality but there isn't such request.
