JAI seems to be still under the JDL/JRL. In 2005, a bug report was filed
requesting a license change, and upstream agreed.

Apparently, the build dependency simply needs to be changed from
libcap-dev to libcap2-dev. See
https://bugs.launchpad.net/ubuntu/+source/ntp/+bug/328376 for how this
problem was solved in ntpd.
