This is not a bug but expected behavior.

xembedsniproxy module was included into plasma-workspace since 5.5.0 release,
so a separate package plasma-systray-legacy is not required when you install
latest versions of plasma-workspace.

Update to newer version of plasma-workspace in Debian unstable will be smooth,
because it is correctly handled in debian/control [1]:

Breaks: plasma-systray-legacy,
...
Replaces: plasma-systray-legacy,
...

Once updated plasma-workspace package is come to Debian testing a separate
package plasma-systray-legacy will be removed from Debian archives.
