As can be seen from your bug report, the characters map is UTF-8:
Locale: LANG=ru_RU.UTF-8, LC_CTYPE=ru_RU.UTF-8 (charmap=UTF-8)
so it is normal behavior for VLC to output Russian (LANG) in UTF-8
(LC_CTYPE).
