toolbars from the menus: View - Toolbars - Reset toolbars
But this has to be done after each launch, and the result is not

Version 3.0.x of wxWidgets is not supported by the Audacity codebase.
It does compile, but 3.0.x does not correctly emulate 2.8.x behavior.
