I've just removed

unclear license or copyright is causing them unnecessary headaches when
packaging Hugin for their distribution.
I've traced the files they identified to three commits.

I have added license header. This file is just a utility file not used
by matchpoint at all, therefore you do not need to package it. And
probably same goes for evaluation
