As suspected, dirmngr caused this; in the meantime, this got fixed
upstream [1] (dirmngr: Do PTR lookups only for 'keyserver --hosttable')
and in Debian gnupg2/2.1.19-1, gnupg2/2.1.18-7 [2], thus closing this
bug and marking as done.
