I see the same behaviour:
With headphones plugged in:
1/ In xfce4's panel plugin mixer: right-click - select 'mute'
- xfce4-mixer shows Master Headphone muted. (IIRC, with headphones not
plugged in, Speaker PCM are muted instead of Headphone.)
- unmuting through xfce4's panel
