Smaller follow-on diff for the previous updates:
ipykernel 5.1.3 -> 5.3.0
spyder-kernels 1.8.1 -> 1.10.2
This gets us up to the minimum versions needed spyder 4.2.5.
Once these updates are in we can start importing a number of new ports
needed by spyder 4.x.
