update py-traitlets to 5.10.0

traitlets is at the bottom of the dependency chain for most of the jupyter ports. The below diff updates it to the latest version. This seems to fix at least one runtime issue I saw with spyder. The direct reverse deps still build and seem to work in my light testing: devel/ipython
