pygit2 requires libgit2 to build which means you need to install the
"libgit2-dev" package through apt.

packages in your travis-ci setup.

I am not sure if this is an issue with Python or pygit2, but Pyhton 3.8 and 3.9
are unable to build the pygit2 package, and an error with gcc occurs. This is
causing errors on my Travis CI build; here is a link where you can see build
