Just some technical background info:
Please note that the merging of mailing list archives requires the full downtime of the mailman process. Simply deleting or disabling old mailing lists does not require the full downtime of the mailman process.
This means that while both are possible, the solution requiring full mailman downtime (and thus the temporary haling of all mailing list traffic) requires a full maintenance window to be scheduled in advance, while the deletion/disabling of older lists and archives does not typically require a maintenance window.
If the older archive is public, it can remain accessible while the actual list is disabled. If the older archive is private, then disabling the list and leaving the archive in place tends to become problematic over time. Users will lose their passwords, and new users cannot be added to a disabled list.
