Because every linux distro is different, and they change with every
release. Historically we have not tried to keep up, and leave it to
the distro packager to patch whatever mods are required for their
permissions.

after upgrading to Ubuntu 11.10 my Epson Stylus DX4250, while working
as a printer, is no more found as a scanner by xsane

I just committed a patch to git, so that the created file
sane-backends/tools/udev/libsane.rules provides scanner group rights
with and without acl support.
The user can copy this file to /etc/udev/rules.d/ without additional
adaption to system specific settings.
