Okay, a little more headway:
I installed the Epson iScan package from
http://www.avasys.jp/english/linux_e/dl_scan.html
After converting it to a .deb, I installed it with --force-overwrite and
it installed.
The scanner *still* seems to be resetting every few seconds and getting
a new USB
