I use Windows 7. Input method is System (Simple) but nothing else method
doesn't work...
I write these chars with CAPSLOCK activated and by pressing of this line of
keys as you can see on image.

Nope. If I press SHIFT + wanted char this will write numbers.
How to solve that?

I don't believe there is a workaround for that keyboard layout - it is a
GTK+ bug:

Pidgin writes small variant (I mean ěščřžýáíé).
