You shouldn't have to pay more than the shipping cost. Some of the new features for technical writing are conditional text and cross-references. If you need to share documents with the authors who create in an earlier release, you can save to an interchange format, but you lose the newer-version's features. Adobe has several InDesign User-to-User fora; more resources include www.indesignmagazine.com, indesignsecrets.com, and InDesign Talk list from Lasso (search Google).
